Documents Required for the Ownership Transfer Process in Delhi

The documents required for the process of transfer of ownership of a vehicle in Delhi can be listed as follows:

  1. Copy of valid insurance certificate

Step by Step Procedure for Application of Transfer of Ownership of Vehicle in Delhi

After purchasing a used vehicle, the first and foremost duty on your part will be to transfer the ownership of the same. This has to be done within 30 days from the date of purchase of the vehicle. The process of transfer of ownership of a used vehicle is simple. You can follow the steps mentioned below:

Step 1: No Objection Certificate (Conditional)

A No Objection Certificate (NOC) has to be procured from the traffic department on purchasing a used vehicle. However, you will be required to get an NOC only if the vehicle that you have purchased is registered in any RTO other than your local RTO. To obtain the NOC, you will be required to submit a duly-filled up Form 28 to the RTO where the vehicle was originally registered. If the said vehicle has been registered in any RTO outside Delhi, you will be required to submit a Form 29 as well to the RTO where the vehicle was first registered.

Step 2: Visit the RTO with the prescribed documents

To start the process of ownership transfer of used vehicles, you will be required to visit the local RTO with the prescribed documents. The required set of documents that you will be required to produce include the original RC of the vehicle, copy of G.I.R., Form 29, Form 30, two Form 35 (in case the vehicle has been hypothecated, Form 60 or Form 61 (applicable to cars only), NOC, attested copy of proof of address, attested copy of PUC certificate, attested copy of valid driving licence of the owner of the vehicle, passport size photos of the new owner, and PAN card. In case the vehicle ownership is being transferred from a company to an individual, a few other documents might be required such as an authorisation letter, insurance proof, and so on.

Step 3: Submit all the documents

The RTO will have a fee structure for the RC transfer process. You will have to submit all the documents along with the prescribed fees for the RC transfer of the vehicle. In general, the process takes around 30 days. Once you are done with all the formalities, you can check the status of the ownership transfer by visiting the official website.

Step 4: Re-register the vehicle (in case of inter-state transfer)

In case the vehicle was originally registered in any RTO outside the state, the same has to be re-registered with the RTO of your area. For this purpose, you will be required to submit a set of documents that include the original RC of the vehicle, Form 20, Form 27, Form 33, Form 60 or Form 61, NOC, attested copy of proof of address, attested copy of PUC certificate, attested copy of valid driving licence of the owner of the vehicle, passport size photos of the new owner, and PAN card.

Step 5: Pay the road tax

You will be required to pay the road tax to the local RTO for the purpose of re-registration of the vehicle, if the vehicle which you have purchased was originally registered outside Delhi. The payable road tax is calculated on the basis of the price of the vehicle as per the original invoice. It should also be noted in this regard that the new owner of the car will be eligible to file for a refund of the original road tax paid by the previous owner once he or she pays the tax after transfer. The refund, in this case, is provided depending on the actual price of the car and the age of the car. The new owner will also be required to submit a set of documents to avail the refund on the road tax.
