Transferring the ownership of a second-hand vehicle within 30 days of purchase is mandatory in India, without which there is a fine of Rs.500. If the buyer and seller belong to two different RTO zones, then you would first have to de-register the vehicle at the original RTO and then get it re-registered at the new RTO. A No Objection Certificate (NOC) is required from the original RTO, for which the Form 28 has to be submitted at the RTO.
