According to the Motor Vehicles Act 1988, in India, it is illegal to drive without a valid driving licence. However, you need to follow a procedure to get a valid driving licence. You must first get a learner's licence. After completing a month from the learner's licence issue date, you can apply for a permanent driving licence. The RTO will test your driving skills and if you pass the test, you will get a permanent driving licence.
In order to apply for a driver's licence, you need to submit Form 4 at the Regional Transport Office (RTO).
Form 4 is divided into three parts. The first part consists of licencing authority's address, vehicle type and box to affix the applicant's photograph. In second part you need to fill personal details and the third part is the certificate of test of competence to drive.
After completing the above-mentioned points, you need to sign the form along with the date.
Once the application is accepted, you will be notified via e-mail and called at the RTO for further verification purposes.

You may be allowed to edit the driving licence application form after submission. However, you need to visit the nearest RTO or transport department along with valid supporting documents to make the changes.
You are eligible to apply for a driving licence 30 days after the learner's licence application.
