No, the fees once paid for the passport is not refundable whether you have booked an appointment or not.
From the date of payment, the fee is valid for one year. In case you have booked your appointment, the fee is valid for one year from the date of appointment.
Renewal of a passport pertains to the situation where the validity of a passport is less than the standard ten-year period. In such a case, the renewal process means extending the validity of the passport. The validity will be updated on the existing passport booklet. On the other hand, a reissue of a passport is done in situations where the passport has been lost, stolen, or damaged, when the validity has expired, or all the pages have been used up. In such cases, a new passport booklet will be issued.
