The Income Tax Department of India mandates every citizen to obtain a PAN Card so that it can evaluate individual income slabs and tax returns.
Any individual/HUF planning to apply for a PAN Card must be able to submit a specific set of documents required by the IT department, out of which identity proof and address proof are of utmost importance. For the validation of both the proofs, an applicant may submit any one from the prescribed list of documents with the application request form.
Moreover, to smoothen the procedure of application further, the department also has provisions for individuals unable to provide their proof of address or identity. Such individuals are allowed to submit identity or address certificates duly attested by a Gazette Officer, Councilor of the respective Municipal Committee, Member of the Legislative Assembly, or Member of Parliament.
The current format of the application has been inducted by the Income Tax Department to regulate the procedure.
The format for Verification Certificate is mentioned under provisions of rule 114(4) of Income Tax Rules, 1962 of PAN (individual/HUF) and it is available for download at the IT department's official website.
An applicant can download the Gazette Officer form for PAN Card in fillable Pdf version and fill in the required details. The application has two sections - one for the applicant and the other for the corroborator.
Also, there are two other certificates that can be used if an applicant does not have identity or address proof. These are:
This form is to be filled in by the Gazetted Officer, MLA, MP, or Municipal Councilors. On the right-hand corner of the form, the applicant has to affix a passport-size photo and then read the keep in mind the following details to know how to fill Annexure A for PAN Card.
The issuing authority is required to fill in a declaration that affirms their role as the certifier of the applicant. Then, they have to attest the photograph of the applicant with their signature and official rubber stamp.
Both signature and stamp have to appear half on the photo and half on the application form. The issuing officer also needs to fill in the form with the following details
The use of Annexure B in PAN Card is almost the same as Annexure A. But in this case, the applicant can only submit Annexure B if they do not have address proof. Here too, on the right-hand corner of Annexure B, the applicant's passport sized photo needs to be affixed and they need to provide their residential address.
The employer, then, have to fill in the following details to certify the authenticity of the applicant's address
The verification certificates, mentioned above, will act as identity as well as address proof, once it is filled in and attested.
