After a fair warning, this year, the Income Tax Department of India has started deactivating the PAN of people who possess more than one PAN. An individual is allowed to have only one PAN in their name, and having more than one has been declared illegal.
The government recently ran a drive in which it deactivated more than 11.44 lakh PAN cards. In a lot of cases, the PAN that the assessee was using for e-filing of income tax returns got deactivated because the individual had more than one PAN. In such a situation, the assessee can reactivate the deactivated PAN.
Usually, it takes 10-15 business days (from the date of submission of the application) for the Income Tax Department to process the request and reactivate a blocked PAN.

Due to this I am unable to file the Income Tax Return for the Assessment Year 2017-2018.
In this regard I request to you to please look into matter and activate my PAN card so as to enable me for Income Tax Return filing for the AY 2017-2018. The activation will also help me in migration to GST.

The Income Tax Department is conducting a drive to deactivate PAN from income tax assess who have been given multiple PAN cards. Ideally, an individual is supposed to have only 1 PAN. Several people have many PAN cards either with or without their knowledge.
This new mission of the IT Department is slowly having an impact on the people who have multiple PAN cards. They are unable to access their cards to file their IT returns. This is because the PAN that is being used by them to file returns may have been deactivated most likely. When the PAN is canceled, the taxpayer's income tax e-filing login will also get blocked.
This causes big trouble to the taxpayer as he or she will not be able to file IT returns on the e-filing platform of the Income Tax Department. The taxpayer will also not be able to check intimations or notifications or reply to communications made by the Income Tax Department through the website.
When the PAN that you use for filing your tax returns gets deactivated, you may go through many hassles. You can take the necessary steps as soon as possible in order to rectify this issue:
You need to note that it will take a minimum of 10 to 15 days for the department to reactivate your PAN once your request letter is received by them.

At times, you may get a notification or an intimation from the Income Tax Department regarding some update and you may be required to respond online. If your PAN has been deactivated, your e-filing login credentials will also be blocked and hence, you will be unable to give the response. In such cases, you will need to get in touch with your Jurisdictional AO to activate your PAN as soon as possible. Once your PAN is activated, you will need to ensure that you give your online response.
The various repercussions of a non-functioning PAN are mentioned below -
The process of activating your PAN Card will take one month. Quoting the PAN is required for some transactions under the Income Tax regulation, such as opening a DeMat account, investing in mutual funds, or placing a fixed deposit.
The PAN will not function if the Aadhaar and PAN are not connected. Utilising the Income Tax e-filing website, you may verify the status of your PAN card. After paying the fine, you must submit the request to link your PAN with Aadhaar if your PAN is not working. On the other hand, the PAN Card won't work for another 30 days.
Transaction limitations and increased TDS rates are two outcomes of non-functional PAN Cards. In order to link inactive PAN Cards to Aadhaar and activate them, users must pay penalties. The Income Tax e-filing portal is where you may complete the payment and linking process.
The lack of Aadhaar integration with PAN has rendered the PAN inoperable. By 30 June 2023, at the latest, Aadhaar card holders have had to link their card to their PAN. The PAN becomes inoperative if Aadhaar is not linked to it, as per Section 139AA(2) read with Rule 114AAA.
Send a letter to the Assessing Officer (AO) requesting that your deactivated card be reactivated. Enclose a copy of the deactivated PAN Card that has been self-attested. Complete the indemnity bond with the Department of Income Tax. Additionally, you may file the income tax returns for the previous three years that were filed with the deactivated PAN.
Write your 15-digit token or acknowledgment number in an SMS message. This text message should be sent to 57575 NSDL PAN. You will receive an SMS with your PAN Card status in a few seconds.
