How to Apply for Two-Wheeler Ownership Transfer Offline?
The following are the steps to apply for two-wheeler ownership transfer through offline method:
Step 1 - Book an appointment slot with the RTO online by visiting the designated portal
Step 2 - Download the bike ownership transfer application form from the official website or obtain it from the RTO
Step 3 - Fill in the form with the required details
Step 4 - Submit the application form along with all the required documents
Step 5 - Pay the ownership transfer fee that include road tax, service charges, and other administration cost
Step 6 - A physical inspection of the bike will be conducted by the RTO after submission of the documents
Step 7 - Must obtain NOC, if bike is being transferred from one state to another
Step 8 - RTO will issue a new Registration Certificate (RC) in the name of new buyer after successful verification of documents

Documents Required for Transfer of Ownership of Two Wheelers in case of Sale / Purchase
The following are the required documents for bike ownership
transfer:
- Regional Certificate (RC): This to be
submitted to the RTO office for verification of details such owner’s name,
engine type, chassis number, etc.
- Pollution under Control (PUC): certificate: Required
while buying a used vehicle to ensure that the vehicle has passed the emission test. Check
the certificate expiry date, serial number, test reading, and license plate
number before deciding the valuation amount.
- Transfer deed: Required to authenticate that
the seller does not have any legal liabilities related to the bike. The
document carries address of both the parties along with other details and
should be signed by both buyer and seller affixing a revenue stamp.
- Bike Insurance Certificate: According to
the updated motor vehicle rules, vehicle must have bike insurance to run on
Indian road and an individual cannot register the vehicle with the RTO in the
absence of the insurance.
- Road tax certificate: This is the certificate that
ensures the previous owner has paid tax on time to the RTO.
- Sales receipt: It carries required information
such as details of add-ons and taxes paid and must have the signature of both
buyer and seller.

- Three copies of Form 28 to be submitted by the seller that
serves as No Objection Certificate required for transfer of vehicle from one
state to another state.

Things to Remember During Two-Wheeler Ownership Transfer
