The Telangana Transport Department functions as per the Motor Vehicle Act, of 1988 (provisions of section 213). The department ensures that the transport laws and regulations are implemented and enforced as per the provisions of the Telangana Motor Vehicles Taxation Act and the Motor Vehicle Act, 1988.
Collection of fees and taxes, issuance of Registration Certificate (RC), Driving Licenses, Fitness Certificate to Transport Vehicles, and the enforcement of rules under the Motor Vehicles Act come under the purview of Telangana the Transport Department. It also works towards road safety, and pollution control, and ensures that the traffic rules are followed by each citizen.
The Motor Vehicles Act restricts any person to drive an unregistered vehicle in a public place. Violation of the rule could amount to penalties as per the Act.
To register a vehicle temporarily, the applicant must submit their application in Form 20 as stated in the Central Motor Vehicle Rules, 1989. The form should be marked as 'Temporary' and submitted to the dealer of the new vehicle or the Registration Authority. The details from particulars 23 to 32 are to be compulsorily entered unless it's a transport vehicle.
In order to permanently register a two-wheeler in Telangana, the vehicle owner should submit an application to the registering authority. The documents required for the same are as follows:

If the vehicle is moved to another state in India, it has to be re-registered in the state where it has been moved to as per Section 47 of the Motor Vehicles Act. Vehicle registration is mandatory in India to essentially prove the ownership of the vehicle. The Motor Vehicles Act, 1988 clearly states that no vehicle owner should drive or allow to drive a vehicle in any public place in the country without a valid vehicle registration certificate. The registration mark of the vehicle should also be clearly displayed on the front and rear of the vehicle. Violation of the law is a punishable offence.
A vehicle registered in one state can be used in any other state for a maximum period of 1 year. Post this period, the owner of the vehicle must obtain an NOC from the registering authority where their vehicle is currently registered and apply for re-registration in the jurisdiction of the RTO/DTO where they are planning to use the vehicle.
To apply for a VIP registration mark in Telangana, you can make an application in Form RRMA to the concerned RTO/DTO. Due to the increased number of applicants for fancy number registration in the state, VIP registration marks are allocated through a public auction where each applicant gets a fair chance. Before the auction, the list of available fancy registration marks are displayed at the head office of the Telangana Transport Department. Applicants are required to register themselves for the auction by paying the registration fee (in Demand Draft) for the specific number they wish to bid for. The registration number is then allocated to the applicant who makes the highest bid. The validity of a two-wheeler registration stays for 15 years from the date of first registration. After the completion of this period, a vehicle RC must be renewed with the registering authority it is currently registered with. For the renewal of the RC, a vehicle owner must produce the vehicle at the RTO/DTO for the inspection of its roadworthiness. After verification of vehicle documents and vehicle inspection the registering authority will issue a renewed RC. After the first renewal, the RC must be renewed every 5 years in the same way. One must also keep in mind to apply for RC renewal before 60 days of the expiry date of the original RC of the vehicle.
The minimum age to apply for a learning licence in India is 16 years. The applicant is required to submit their parent's consent along with the application for a learning licence. The same allows a person to ride a non-geared two-wheeler in India. The minimum age limit to apply for a driving license for a geared two-wheeler or four-wheeler in India is 18 years.
According to section 146 of the Indian Motor Vehicle Act, a third-party liability policy is the minimum form of motor insurance enforced by the law. Whether a person uses their vehicle for personal, social, entertainment, or business purpose, they must get their vehicles insured. The driver of the vehicle is required to carry the vehicle insurance certificate at all times and he/she must produce the same if asked by the concerned officer of law.
A third-party liability insurance policy protects the insured against financial or legal liabilities that arise due to death, bodily injury, or damage caused to a third person or their properties.
