The PAHAL Scheme or the Direct Benefit Transfer for LPG (DBTL) is a Government of India initiative with the main aim reforming the subsidy delivery system for Liquefied Petroleum Gas (LPG) cylinders. By transferring subsidies directly into the bank accounts of consumers, the scheme ensures that benefits reach the rightful recipients, cutting out intermediaries and preventing the diversion of subsidised fuel.

Pratyaksh Hanstantrit Labh (PAHAL) was launched by the Ministry of Petroleum and Natural Gas to simplified the distribution of LPG subsidies. Originally launched in 2013 and later re-launched in 54 districts in November 2014, it was rolled out nationwide on 1st January 2015.
The primary goal of the scheme is to replace the old system of selling cylinders at a subsidised price with a new system where consumers buy cylinders at the market price and receive the subsidy directly in their bank accounts. It is currently one of the world's largest cash transfer programmes, covering millions of households across India.
The main objectives of the PAHAL scheme are mentioned below:
The main differences between the PAHAL scheme and the earlier LPG subsidy scheme are mentioned in the table below:
PAHAL System | Earlier System |
Easy to track | Difficult to track |
Market price is paid upfront | Cylinders can be sold illegally |
Subsidy is transferred to the beneficiary’s bank account directly | Subsidy was hidden and claimed by the distributor |
The main features of the DBTL scheme are mentioned below:

The Direct Benefit Transfer for LPG (DBTL) scheme aims to streamline the administration of LPG subsidies across India. According to this scheme, an LPG consumer will receive their cylinder at the current market price (with the exception of VAT), and the difference (subsidy) will be directly transferred to their bank account.

The consumer must become a Cash Transfer Compliant (CTC) consumer in order to receive LPG cylinder subsidies directly into their bank accounts. They must have their Aadhaar card linked to their bank account as well as the LPG consumer number.
It may take 2-3 days for the subsidy to be transferred directly into your account after the cylinder has been delivered.
It takes 3 months for a non-CTC consumer to become a CTC consumer. They will get the subsidy directly credited to their bank account.
