The Karnataka State government announced that all customers consuming an average of less than 200 units of electricity would receive a zero-electricity bill under the Gruha Jyothi scheme, which will provide free electricity to Karnataka residents starting from July 2025. The average will be calculated based on the usage of the previous year.
When a customer's average annual electricity uses falls below 200 units, all customers will receive free electricity. The following formula will be used by the government to determine a connection's average electricity consumption:
Average power usage = Average of the electricity units utilized between April 2022 to March 2023 + 10% increase.
Customers who use more than 200 units of electricity on average during the fiscal year 2022–2023 will not be eligible for free electricity. When their monthly consumption is less than or equal to their average consumption units, consumers whose typical consumption is less than 200 units will not be required to pay.
Customers will be responsible for paying the difference in their net bill if their monthly electricity consumption exceeds the average consumption units but falls below 200 units. Customers who use more than 200 units of electricity in a month but have an average consumption of less than 200 units will be responsible for paying the full amount due for that month.
Let’s consider a case:
X will receive a zero-electricity bill if the monthly consumption is 165 units or less. However, in any given month where the electricity usage is 175 units, X must cover the difference (175–165 = 10), meaning that X must pay for 10 units. If X's electricity consumption reaches 210 units each month, X will be responsible for the full bill, as this exceeds the 200-unit limit; thus, X will need to pay for the 210 units consumed during that month.
When a customer has constructed a new house or moved to a new location, there will be no record of the previous year's electricity usage to calculate and determine the average electricity consumption units. In such cases, the government will take an average of 53 units of free electricity each month, with a 10% increase added, resulting in an average of 58-59 units of free electricity monthly.
When electricity usage is below 200 units but above 58-59 units, customers are required to pay only for the additional units used beyond the 58-59 limit. Upon finishing one year in the new house, the government will determine their average electricity consumption, and they will receive free units corresponding to that average.
