The stakeholders interacted with the 7th Pay Commission to place their demands which varied from common treatment of similar cadres, common pay for entry-level employees, enhancement in the frequency of the Modified Assured Career Progression, transparent pay structure and rationalisation of the current grade pay structure.

All of these features have been incorporated into the new pay matrix. The grade pay has been subsumed, the levels are now rationalised, employees can now check their pay level and determine their current status as well as their potential growth over the course of their career, and the whole world of pay levels has been presented in the rationalised matrix so that it can be easily understood through one simple chart.

Simplified procedures have also been recommended for the calculation of pension.

What is the 7th Pay Matrix Table?

The 7th CPC Pay Matrix, unveiled in 2016, provides a structured representation that simplifies the understanding of the salary structure across various pay levels. The pay matrix table in the 7th Pay Commission is a number table with 760 cells which is a single fitment table applicable for over 30 lakh central government employees.

The table shows 19 columns and 40 rows. The horizontal range is assigned with numbers from 1 to 18 that corresponds to the functional role in the hierarchy’.

The vertical range indicates ‘pay progression’ within that level. Tehe vertical range also indicates annual financial progression of 3.00% within each level. As per the 15th ILC norms or the Aykroyd formula, the starting point of the table denotes the minimum pay.

The 7th Pay Commission revised some of the key allowances for central government employees

In July 2024, the Dearness Allowance (DA) for central government employees was revised to 53% of the basic salary by the 7th Pay Commission. As per rules, when DA exceeds 50%, certain allowances are automatically adjusted to account for inflation and rising living costs. In January 2024, the DA hike by 4.00% for pensioners and employees and led to a hike to 50% of basic salary, thereby resulting in an increase of 25% in 13 key allowances.

Recently, the Ministry of Health and Family Welfare announced a 25% hike in dress and nursing allowances for eligible employees. Institutions such as central government hospitals, Union Territory hospitals, and centrally funded bodies, including AIIMS New Delhi and PGIMER Chandigarh, are instructed to implement these changes promptly.

The Union Cabinet has approved a 3% increase in Dearness Allowance (DA) for central government employees, raising the total to 53% of basic pay. Announced ahead of Diwali, this hike is aimed at providing financial relief in response to rising inflation.

Union Minister Ashwini Vaishnaw stated that the increase, along with Dearness Relief (DR) for pensioners, will inject an additional Rs. 9,448 crore annually into employees' pay. The revised DA will be included in October's salary, along with arrears for the past three months, benefiting both employees and pensioners.

Chhattisgarh Chief Minister Vishnu Deo Sai proclaimed a 4% rise in Dearness Allowance (DA) for all state government workers, therefore bringing it up to 50% of their basic pay. Approximately 3.9 lakh state employees would be benefitted by this decision, which will come into force from 1st October 2024, officials said.

Earlier this year in March, Chief Minister Sai had also announced a 4% D.A. increase for state employees, prior to the Lok Sabha elections conducted between April and June.
