The Biju Swasthya Kalyan Yojana (BSKY) was launched to provide Universal Health coverage to economically vulnerable families. The scheme was introduced on 15 August 2018 by the Chief Minister of Odisha, Shri Naveen Patnaik. The plan has two components, and there are 183 private hospitals empaneled within and outside the state under this scheme. The two components under Biju Swathya Kalyan Yojana are as follows:
Component 1: Cashless Health Care in State Government Hospitals
Starting from the Sub-Centre level to District Headquarters and Government Medical College Hospital level, the state government will bear the full cost of health services in all state government healthcare facilities, irrespective of income, status, or residence of the patients.
Component 2: Cashless Health care in empaneled private hospitals
Patients will be provided with cashless healthcare in empaneled private hospitals by the state government to economically vulnerable families. After the exhaustion of the initial limit, the plan will offer an annual health coverage of Rs.5 lakh to each family along with an additional Rs.5 lakh for the women members of the family.

There is no direct enrollment process as all families are provided with BSKY Smart Health Card. The online process to apply for this scheme is:
On final verification call, the authority will verify the documents of the beneficiaries. After successful verification the beneficiaries will be provided with the Swasthya Kalyan Health Card.
There is no online method to download smart health cards. The cards are directly distributed district-wise by the state government. UTI infrastructure technology and services limited is responsible for making and distributing the smart health cards and provides a kit along with the card. The card contains a 12 digits unique registration number along with the name of the beneficiary.
Families with Rs.50,000 and Rs.60,000 annual income in rural and urban areas, respectively, can avail themselves of this healthcare scheme.

Component 1: Individual needs to be a citizen of Odisha to avail this health scheme.
Component 2: All card holders of BSKY Smart Health Card, National Food Security Act (NFSA), and State Food Security Scheme (SFSS) can avail themselves of this health scheme.

Yes, you can check the block-wise cardholder list by visiting the official website and click on the option ‘block wise list of BKKY-I and BKKY-II card holder’. The page appears with the list of cardholders in the respective blocks.
